The guy handing Juno the head of Argos is Mercury.

Alessandro Algardi's marble bust of Cardinal Paolo Emilio Zacchia

Algardi was one of the biggies in the sculpture world during the 17th century. 
He sculpted the Cardinal here somewhere around 1625.

I've responded by taking a closer look at it-
